A cycling jacket for women is a windproof jacket with a cut adapted to fit well on a cyclist that is leaning forward. That means that the front on the jacket is shorter than the back so that it does not bulge when you lean forward. The back is, as we mentioned, slightly longer to protect the back and prevent the gap between the pant and jacket. The sleeves can also be a bit longer on a cycling jacket then on a regular jacket because you are leaning forward on a bike and are stretching out your arms.
